Entry Requirements/Travel Transaction Limitations

The Cuban Assets Control Regulations of the U.S. Treasury Department require that persons subject to U.S. jurisdiction be licensed to engage in any transaction related to travel to, from and within Cuba. Transactions related to tourist travel are not licensable. This restriction includes tourist travel to Cuba from or through a third country such as Mexico or Canada. Former Secretary of State Colin Powell shows his contempt for the policy while someone was heard muttering "Who cut the cheese?"

If you are travelling with a Specific License as a United States citizen subject to United States law, for the purpose of visiting Cuba other than as a tourist, you will need a visa issued by and from the Republic of Cuba. If you travel initially as a tourist you will only need a tourist card to enter Cuba legally. However, if your status changes (from tourist to licensed visitor) you may apply for a change of status by contacting the United States Department of the Ministry of Foreign Affairs of the Republic of Cuba.
